The revisions to the ordinance to go into effect on July 01.
The Tokyo Metropolitan Government has released six (6) manga titles that are considered as “harmful publications”, and are considered for restrictions under the Revised Tokyo Youth Ordinance Bill.
The Tokyo Government has presented the titles during a meeting with the industry’s Publishing Ethics Convention and Publishing Ethics Discussion Group.
The revisions to the Tokyo Youth Ordinance will come into effect on July 01.
The publishers had expressed their concern on the revised ordinance, saying that the revised ordinance will diminish the manga creators and editors’ Freedom of Expression.
Some Publishers had asked that they should be notified of the standards for the revised ordinance before the books be sold in the market.
Office for Youth Affairs and Public Safety’s Section chief-in-charge of youth affairs Mika Sakurai have responded that the publishers may ask before release whether a specific publication’s setting is subject to the law. But the section chief also stated that the Tokyo Government may not be able to respond to the publisher’s request. Though they can assess quickly for some publications, most may not be clear until the publication has been released.
These are the six (6) titles presented by the Tokyo Metropolitan Government for possible restrictions:
Oku-sama wa Shougakusei (My Wife Is an Elementary Student) by Seiji Matsuyama
Publisher: Akita Shoten
The story is set in the near future when the marriageable age was lowered in response to the declining birth rate. A 24-year-old man marries a 12-year-old girl in this gag comedy.
Reason: Child Rape
This was also the manga that was shown on Japanese TV by a ban-proponen politician, and has taped-over some pages, as an example of “harmful publications” that should be restricted.
Aki Sora by Masahiro Itosugi
Publisher: Akita Shoten
The “line-crossing” manga deals with the taboo relationship between a high school boy named Sora Aoi and his smart, athletic, “perfect” older sister Aki.
Itosugi has revealed that the publisher has cancelled the printing of the manga.
Lovers & Sharing (Kareshi Sharing) by Yashi Natsuba
The story revolves around a girl whose boyfriend cheated on her with her twin sister. The girl gets enraged, but the twin sister then suggests “sharing” the boyfriend.
Reasons: Rape, incest, gang rape
Koibito 8-gou (Lover No. 8) by Makoto Ojiro
Publisher: Shonen Gahousha
A woman is attacked by a masked man, and a female magazine reporter, just one year into her job, goes all out to uncover the man’s identity in this “erotic and suspenseful story.”
Hanamizawa Q-taro Jisensuu Hana-Hiyori by Q-taro Hanamizawa
A collection of short stories personally selected by the author, seinen magazine manga creator Q-taro Hanamizawa. The stories are mostly light romantic comedies with some erotic scenes.
Reason: Sexual intercourse in school
Midori no Kisetsu (Blue-Green Season) by Maakou
Publisher: Moerl Publishing
A collection of short stories by a veteran bishoujo manga creator whose work has appeared in manga magazines for “old men” such as Weekly Manga Times. Three of the eight (8) stories have themes of incest.
Reasons: Incest, sexual intercourse in school
The revisions of the Tokyo Youth Ordinance, which was approved last December 15 of last year, prevents the sale and renting of “harmful publications” — materials that are “sexually stimulating, encourages cruelty, and/or may compel suicide or criminal behavior” to people under the age of 18. The ordinance already restricts Eritic Materials before the amendments, and the amended ordinance will also restrict the sales and renting of materials that the Tokyo Metropolitan Government considered as “to be excessively disrupting of social order.”
